Prepares and administers the budget for the Engineering Division; approves all purchases of equipment, furniture and supplies; prepares and approves purchase orders and requisitions; monitors spending by staff to ensure adherence to strict budgetary guidelines; prepares annual budget document and submits to council for approval and recommendation. Designs water and sewer, street and stormwater improvements for public works projects; refers to mathematical and engineering specifications and manuals to ensure project designs comply with state and federal codes and specifications; reviews documents for accuracy and completeness. Conducts field inspections at various job sites; acquires field measurements; monitors work performance and compliance with all project specifications; solves problems encountered on projects and/or makes suggestions for resolutions. Prepares various correspondence to include quantity and cost estimates, letters, memoranda, reports, documents and forms as required; proofreads and reviews for accuracy and completeness; makes corrections and/or changes as necessary; copies and forwards documents to appropriate individuals. Reviews preliminary and final plats for subdivision projects; examines for local, state and/or federal ordinance compliance; prepares statement and findings report as required. Assists in rewriting various existing ordinances; consistently reviews ordinances and codes to ensure relevance and update to meet changing needs. Consults with developers, outside agencies, county officials and other individuals regarding various construction and engineering projects; resolves issues and/or concerns as encountered; answers questions and provides information as needed. Performs various traffic analysis as needed; acquires right-of-way privileges from the public and others prior to project commencement. Reviews weather summaries received from staff and other individuals; analyzes information to correctly administer contracts; files for future reference and referral. Attends staff meetings as required to discuss project status and/or employee issues; attends meetings, seminars, conferences, classes and/or training courses to keep apprised of changes within the industry and legislative and/or technological changes in the field; trains staff regarding information received. Performs staffing responsibilities for division; interviews prospective employees; makes recommendations for hiring and/or terminating employees; recommends salary increases and promotions; approves employee leave. Operates computer, survey instruments, drafting instruments and other hardware and software as mandated by position; uses instruments to prepare drawings, measurements, estimates and various other documents and reports. Performs other related duties as required. MINIMUM QUALIFICATIONS: Minimum BachelorÕs degree in civil engineering with MasterÕs level course work in the field; MasterÕs degree strongly preferred; supplemented by six (6) years previous experience and/or training that includes responsible experience in civil engineering, construction and design, drafting and/or related areas; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must be a registered Professional Engineer (PE). Must possess and maintain a valid Mississippi driverÕs license. EXAMINATION: Pursuant to Article 8, Section 8.02, of the Civil Service Code of Rules and Regulations, there is no examination process required.
